The primary idea is to have strong command.
Snottling Attack to generate tokens as in many Coteaz decks.
Leman Russ as a late game heavy hitter with Preemptive Barrage, while still bringing good command.
Snakebite Thug because something cheap needs to hit hard.
Suppresive Fire and Captain Markis to deal with any AoE.
EAT as combat trick.
Catachan Outpost to give all those weak units some power.
Nothing fancy. Just tired of always losing command to Tau and Eldar.
Although I can see this snowballing thanks to its very strong command, it may be too weak in combat. Just adding Evil Sunz Warbikers would help a ton.

I agree that there is a large risk of this deck being weak in combat. I had the Evil Sunz up for consideration, but they were the last three cards I cut to get down to 50 cards.
I will playtest this deck some and report back on how combat works out.
Unfortunately (at least for Coteaz players) you cannot. Would probably be overpowered if you could
At the bottom of the card it says "(Limit once per attack)".
Not saying that this deck isn't strong in command as it certainly is, but don't forget (dear readers...) that 8 of those 41 command icons are in the Leman Russes. A better read here is that there are 18 units that have a 1 command : 1 cost ratio, and 3 promotions. Thats why this is a good command deck.
That is soldily decent though!
As to combat strength, I'd also call that wholly adequate, and though there would be nothing wrong with switching Sanctioned Psyker for Evil Sunz, I'd be inclined to stick with the Psyker, as in a meta where Orbital City based tricks exist, its one of the few 2 command units that is very resistant to a 2 attack armourbane snipe! Not that the Evil Sunz are bad cards, but if I was looking to include them, I'd probably suggest going more down the Ammo Depot / Staging Ground route, which is essentially a different deck altogether rather than a tweak of this one, as it would have a lot of other different choices.
Or in other words, I'd say to play the deck as it is.

The fact that with not even the first cycle completed there are two completely different and viable deck routes available for a this warlord is impressive. Easily the best and most balanced design I have seen from an FFG LCG.
I have now tried this deck against my friend. 2 matches against Aun'shi, 1 against Kith, and 1 against Zarathur.
It was an unmitigated disaster. Lost all matches. However it could very well be because it was the first time I tried this warlord and he is trickier to play compared to Straken.
In general it felt weak in combat, and the extra command did not help enough to counter this weakness.
If anyone else tries out this deck I would love to hear how it went.

I don't find this to be my strongest deck of all, but I'm fairly happy with it. Mine is a similar approach to yours, with a few different choices along the way. More 1 costs than 2 costs is the big difference, I think, which I find is really important for getting the most out of the command phase, as number of deploy turns is as important to the struggle as number of icons.
Also, Snotling Attack and Suppressive Fire, while undoubtedly great cards for Coteaz, were dropped from my deck for the sake of To Arms and Ammo Depot. The former allows for significant spike damage with the Catachans as well as being a 2 shielder. The latter plays well in a more command heavy meta, where the medium-strength command of our decks can be outperformed, and where the deploy turn delay it gives is also invaluable.
Its probably my second best performing deck at present, though I feel its not quite there yet. Its strongly likely I need to add some pricier harder hitting units back in somewhere.
