At first glance you seem to be short on characters, especially low cost characters. You do have some wounding effects to make it better. I would advice you to look at the cost curve and put some more cheap characters in.
Shotgun Blast is an excellent Agency card, and you might have gone overboard with wound negation. Are you planning to win combat or loose combat?
