Resource to 4-3-2. Naomi O'Bannion uses House Advantage and City Map to keep Tactics (Immurement, On the Lam) recycling. Skill lowering characters like the Clover Club Torch Singer and the Clover Club Bouncer combine with Henry Knoll and The Clover Club to destroy or weaken opposing Characters. Peter Clover, Martin Herring, and Numbers Runner combines with On the Lam to control opponents' access to stories. Immurement is used for direct Support and Character removal. Call in O'Bannions Inner Council late game, with a lot of Criminals on the table, to close the deal.

Some quick notes:

This is my first deck build, for any CCG or LCG. Thank you for looking, and all comments are welcome.

I only have a single Core Set and two deluxe expansions, DotU and the SoK... that explains the card pool for this deck. In my first three games running the deck I did very well against some mixed-factions, but am already wondering about the City Map, O'Bannion's Inner Council (having to resource up to 4 and otherwise doing everything in my power to avoid icon struggles makes it seem less important than I thought it might be), and Numbers Runner. Peter Clover has been very effective with House Advantage, especially against high-skill character-heavy decks.
Looks like a solid start. I'm looking at Syndicate Skill nonsense for the UK regional.

My immediate thoughts are:

Tear Gas / Crowbar / Ice Shaft should try and make an appearance in here somewhere so it might be worth looking at picking up the packs with those in. Crowbar is awesome on Naomi as it gives you a way to exhaust her without getting her involved in a story.

I also like tattoo Artist in a skill messing deck as she either boosts your side or cripples theirs.
Given all your skill reduction, the Syndicate prophecy from Seekers should help you drop Inner Council or an early Peter Clover without resourcing up to hard cast them.

These are both great responses, thank you.

Whizzwang, I'll certainly look into those cards you mentioned. They seem like logical additions.

Wilbur, I looked long and hard at that prophecy card you mentioned and I think you're right, it should be in the deck. I love Immurement, but having Naomi and the Council and Peter in there, I need a 3-2-2 then 4-2-2 resource build, and that means plugging up the biggest domain to use Immurement, which is a tough choice to make late in the game. I'd love to keep things to 2-2-2 and cheat the big characters out there instead.

Played three games last night against a tri-deck (Yog, Shub, Hastur) that had a lot of prophecies and recursion in it. The tri-deck was also built only from one Core Set, SoK, and DotU.

Syndicate won the first two games (the second in a landslide) and had a 2-0 story advantage the last game, then the tri-deck took all three stories in a single turn! Eek! The Shub prophecy that drives folks nuts ignoring Willpower and Insanity icons was particularly cruel to O'Bannion's Inner Council, the card with which I thought I had secured another victory.

I did make some of the adjustments mentioned earlier... I dropped Numbers Runner and Martin Herring and Forced Compliance, and added the SoK Syndicate Prophecy. I did a straight 2-2-2 resource pool, using any Naomi O's and O's Inner Council as resources until I found a prophecy to play on them.

Jacob Finnegan has been very helpful in the past few games, I've noticed.

Depending on the timing of the cards coming out, the tri-deck could make life pretty difficult for this Syndicate deck. I don't know if I have the nerve to play Syndicate!

If you are willing to buy a pack, then I'd recommend playing Johnny V's Dame from Aspirations of Ascension. She helps a lot p(l)aying the criminals. Maybe test with her before committing to buy.
