Can I attach this to an already kneeled location?

yes, you couldn't attach it if the kneeling was a cost (for example kneel a location to attach it), or if the kneeling part was before a then (for example Kneel a location, then attach to the location).

I had to be sure. "Attach to a location you control" is a restriction for PC to come to play, so the subsequent "Kneel that location" could be a restriction too. Thanks for your answer.
