I think this a great addition to the naval theme. It is great to have a surprise character that you can use to naval in an attack during the challenges phase. Especially if you are running the Black Sails.
Since its effect turns it into a character until the end of the phase, does it still also count as a location at that time, or is it only considered a character card (and not a location card) for that phase?
I believe it is both while the card is activated.

Literally, I believe it counts as a character only because of the word "turn".
Would one be able to still use this effect during challenges if an opponent played the Burning Bridges plot? The only bit of confusion for me is whether the ability is considered a triggered effect (which would mean its affected) or a cost (and therefore woild be unaffected)..?
