I think this is an excellent addition for the Naval support. Just a fun way to play a Naval attacker and his cancel effect is just a great and useful response to have around. I imagine it is great for choke as well.

To expand: you cannot make a character moribund:[destination] if that character already IS moribund:[destination that may or may not be the same], unless you have a card that specifically changes a moribund destination like Retreat (Core).
