Remember: if you aren't going to get any real benefit from the free power and naval icon this is worse than CROSSROADS.

If you're not getting any advantage from free power you're not winning the game so it doesn't matter how good or bad the card is. . . But it is also amusing that in order to compare this card to a bad card you had to say "If you're not getting any advantage from 2/3rds of this card, it is a bad card."

very nice card IMO which will easily pay for itself, all while collecting power (could get you up to 5 or so per game, some of which may be lost), and making sure you have naval enhancments for you BS decks, or just for a Naval superiority turn. PLus its any phase so you can do it multiuple times per turn provided you can stand it.
