The most strange (but fun) card I've seen :) Could be very interesting especially during late period of game :)
If they come out with more warships that don't kneel for their effects like captured cog then this could be useful. Right now I don't think I would use it. Greyjoy probably never has 2 influence during the challenges phase so you have to kneel one of your characters to get a couple generic weenies (as the warships are pretty much all cost 1 or 2). That's not really efficient at all. Also risky against targ cause now they can burn your locations.

I pulled off a very Shagga combo with this + Men of Honor (AHM) + Make an Example (PotS) +
Ahead of the Tide (WotN) to ensure going first in a friendly melee yesterday. 7 renown dudes after adding the warships plus Make an Example gave me 12 power in one unopposed power challenge.

Not a competitive card (yet?), but a VERY fun one in the right deck!

I had some fun with this. The extra characters were helpful to start up challenges before I naval'd in. I was also able to trigger win by 4s. Maybe it's primarily a win more card, but it's useful in the right deck. I say it's underrated.
So I was thinking, this card doesn't explicitly say anything about the text box itself. Would a warship that kneels to trigger an ability still be able to do so instead of being declared as a participant in a challenge? Like Scouting Vessel (KotS)? I would think you would forfeit that ability but I'm not sure.
The warships don't lose their current text, they just become characters. So absolutely you could still use them for their original effects.

I saw this used late game in a melee at Days. The GJ player had a ton of warship locations in play and just valar'ed. Knelt the Hand of the King and suddenly had more 'characters' than anyone else. very situation specific but can be a big swing with the right events in hand.

i see this as a good valar recovery card or a win more situation as the above comments have mentioned.
So, if I choose a warship as claim for a military challenge (after it has become a character) it goes to discard, right? I could have sworn that I read that somewhere but cannot seem to find it now.
Yes, non-character cards always go to discard pile unless they are Deathbound.

What happens if one of your locations has Outfitted for War attached to it?

"Attach to a Warship location you control. Attached location is immune to non-plot card effects.

Add 3 to your total STR during any military challenge in which you control at least 1 attacking character"

I'm guessing We Do Not Sow doesn't turn the attached location into a character, and it therefore continues giving the bonus to military STR?

It cannot be played in Epic phase, since the events says "challenges:", referring to the challenges phase.
Well it says challange not challange phase .. and Epic battle initiates a single challange. That is why I am asking.

A new question on this. What happens if you have House of Dreams (agenda) and you play this event? Obviously, your agenda-chosen location (a warship) turns into a warship, but what if you have to 'kill' it for a mil claim?? Confusing...

Confusing how? While the HoD warship location is a character, it does not benefit from the agenda's effect. If it's killed, it leaves play. If it leaves play, there is nothing for your agenda to act on for the rest of the game. It would be no different from, say, having your opponent discard your HoD location with a plot effect.

Exactly,thanks ktom. i just played HoD to protect my Ten Towers loc and was a disaster, melee with Targs and Lannis. Their discard piles were continously growing (lannis with an agenda that gave him double intrigue challenges), but the problem was that the top cards were either nery expensive to marshall or locations with " lower the cost of the next targ/lannis character..."!! So i didn t get to use any of their cards. a grave lesson weas learne today: HoD goes with the Foamdrinker better.
