This card is only for melee. We can attach it to opponent house card to give anyone possibility to claim 1 power for one killed character. Of course it works for first player only because card will be knelt after usage. It might be used just to encourage people to attack someone who is the most dangerous for us. We must be carefull however not to let others win. Quite interesting psychological card. I like it personally but her result is not predictible as everything in melee. For sure gives some variables to melee game.

if a stark seige deck attacked someone with this, would they claim the power or not?

Yes, because it would still be during a military challenge.
