I'm pretty sure that since you're not being attacked, you just put in a defending character for the defender, you don't lower the claim.
I understand how this card works, I am more querying how the plot card Loyalty Money Can Buy interacts which the claim replacement. Bob's text reads: instead of the normal claim effects, each opponent must satisfy the claim effect of the challenge.
So in this situation Bara was attacking GJ. I am Targ and put in no defender for the challenge as I have Loyalty Money Can Buy as my plot. GJ looses the challenge and I would also have to satisfy the claim.
I was of the opinion that because I have Loyalty, his claim against me was 0, but Bara argued that because it is instead of the normal claim effects I still had to move one power.
Ah I've sussed it. Bara was right, but for the wrong reason.
Loyalty Money Can Buy states The Claim on each opponents revealed plot cards is reduced by 1 when attacking you.
Since he wasn't attacking me, my plot card doesn't have any affect.
