Finally, Ambush from the Plains (QoD) and To Be a Dragon (SB) make him much more dangerous. Getting an Initiative of 4 or greater isn't much of a stretch. I'll concede the point if Targ receives more War Crest support and you may wish to use The Power of Arms (Core). Until then, it likely won't be an issue.
Further, the game isn't changing a little, its adding 175 cards over the next few months with a heavy Knight theme. There will be more Knights added. It may even reinvigourate the Kingsguard and Brotherhood neutral themes. There might be more Ally's but there is no Ally synergy. Knights on the other hand already have multiple support cards. Even if you can use him less often, his effect is much more pronounced when you do.
Anyway, in a maester deck with the Maester agenda where it's pretty easy to chose and get the Copper Link, I think this card is very reliable.
In simple words, it means that when you play your 3 gold 2strength tricon with melee you also get to pick an enemy character and kill him. I am running a Maester-Burn deck and he looks pretty damn usefull.
