This is somewhat similar actually to what happens with Godswood Attendant (KotS). Even though you are looking at the top card of a players deck, it's still very much the top card of that deck... it's state or location has in no other way changed, it's just visible. Because of this the Attendant can actually be used together with Corpse Lake (TBC).
Think of it this way: Does Noyne (THoBaW) stop the top card of your deck being the top card of your deck? Does it make all of your draw effects somehow skip the draw cap? I'm pretty sure the answers there are "no".
I guess the most obvious other card that does the exact same thing is Val (RotO), and she definately counts towards the draw cap.
Lesson learned? It's not the "reveal" part of The Viper's Bannermen (PotS) that makes it skip the draw cap, it's the fact that it says "put into your hand" instead of "draw".
EDIT: So, as an answer to the original question, if a player is draw-capped, I think that the player who is draw capped just skips the draw and thus the card remains on the top of their deck.
