I can see it both ways but I think you probably can't add them.
That being said, "declare defenders" is inclusive of declaring naval defenders for all purposes, including the effects on this card. The naval enhancement rule says that declaring naval attackers/defenders is to be treated like you are declaring attackers/defenders for card effect purposes.(paraphrasing)
"You must declare at least one attacking character to initiate a challenge".
Think of it in terms of If you were not playing with this card. It would not be legal to declare a challenge type, and then not declare any attackers. The same applies for playing with this card, it's just in a funky order.
can I choose to initiate a challenge that I have no icons for? there are lots of ways to add characters/icons later.
To initiate a challenge you must declare at least one character as an attacker. If you don't have appropriate icons for a certain challenge, you cannot initiate that challenge.
Challenge icon makes a character eligible for that challenge type.
Interesting. But I'd say no. Imagine a situation that someone cancels your trigger that was supposed to give you the desirable icon after he already declared defenders (I guess this was your idea) - you are left with no attackers whatsoever. So in this case (imho) at the moment of initiating a challenge you must have the actual ability to do so (i.e. at least one character with an appropriate icon).

Dragon Sight does not change the rule that at least one attacking character must be declared in order to initiate a challenge. Further, despite moving the option to declare defenders into the "initiate challenge" process - just before the (requirement) to declare attackers - Dragon Sight does not create an action window inside the 'initiate challenge" process. So there is no opportunity to trigger card effects between declaring defenders and declaring attackers. With no action window between announcing the challenge and declaring the attacker, there is no "later" before you are required to declare an attacker.
Long story short: If you have no eligible attacker when you announce the challenge type, whether Dragon Sight is active or not, you cannot initiate that type of challenge.
