I don't see how this is helpful at all? Stand and Tax are all that's left. Was this designed to hoard gold? Like, you have some left over, use the Response, play the plot that lets you skip Taxation, end the round. Next round play new high Income plot card to combine with saved gold for rich next Marshaling phase?
I'm not going to say that it is good, but it does have some use. For instance, you can do Valar Marghulis, then still be able to pick a plot card (for better gold and claim) during the next plot phase.

A slightly more standard way to use this is to flip Valar Dohaeris. Let's assume they had to leave a bunch of characters standing in order to win dominance - well, then that will wipe them all out with the opponent having basically no say. Another way to use it is to help push through your city plots for the next plot phase - even just one extra city plot can have such a huge difference, and you might be flipping City of Lies to put a few shadow cards down, and since you started with At the Gates, you now have *two* city plots in used pile when you pull out one of the others on the next turn. So, it's contextually useful, but the uses it can have can be massive and strong.

I love using this in my Clansman deck, kneeling all of my characters to loose Dominance then as Wolfgang said use Valar Dohaeris. And thanks to Timet all my characters can't be killed, basically making this a one sided Valar Morghulis
