If an opponent is not running a raven attachment on his house card, does carrion birds effect still go through? and do you have to discard carrion bird?

Yes it can, but it is a response - an optional effect. If there are no other "raven" cards but your own carrion bird you do NOT have to trigger it. Keep in mind that it can target *any* "raven" cards, so if your opponent is running his/her own carrion bird - or some other "raven"-traited card other than the white or black raven on his/her house card - it could hit those instead/in addition to.
