Fairly sure that Laughing Storm is House Bara only. But it's not like you don't have a ton of other awesome characters to choose from.

I may be tempted to run this in a Knight deck even if I wasn't using OOH Bara cards. Plus, even in a Bara knights deck, it is another influence for cards such as See who is Stronger (KotStorm) whilst not not having the dilemma of using the influence or some other effect on the card.

because i usually play a few Lannister shadows cards, and yea i know its no ooh cost but for lannister 3 or 4 gold is basically no cost

Well a 2 cost Bara Knight on an Allience plot turn would literally be no cost

How does OOH Bara work if you're playing a Neutral house card, perhaps for a Kingsgaurd deck? Think of using The Nightfort (AHM) and Northern Encampment (THoBaW).

If you are playing Neutral faction, then each card that's not neutral is considered out-of-House. Including The Nightfort, Nothern Encampment or Myr itself.

Just keep in mine that this and the other Free Cities cards are not Neutral, so you'll pay a 2-gold penalty for this guy when running the Neutral Faction house card.
