It's awesome and it wants me to rebuild my mill* deck right now but it's odd...the only Captain Greyjoy has is Fishwhiskers (CtB).

No - A round is an entire turn, so Plot, Draw, Marshalling, Challenge, (any Epics), Dominance, Standing and Taxation phases.

The 14 Raiders that this would work on are pretty good too. Just be careful of going second and them declaring an Intrigue challenge, as that only leaves 4 cards including two versions of Euron Crow's Eye...

Sadly enough this card isn´t that good in a melee game. If the first challenge is declared bewtween two opposing players you can only try to redirect it or to support the challeng with your title to get any benefit from the card.
If i play a naval attacker in the first challenge of the round does he kneel or not????
Kneeling is the cost to trigger the naval mechanic, so yes he would kneel.

Another fun fact to note, is that any response to a character "kneeling as an attacker/defender" can still be triggered if they kneel as a naval attacker/defender.
