Card design for decks without any particular stress on one house support. It could theoretically works with bunch of neutral cards and some limited support from all other houses. Can be played in Night Watch, Maester or Brotherhood deck but I still think that much better would be to play them out of one particular house.
I believe it should have included attachments and locations as well :/
I think it would be playable if it included Attachments and Locations, as well as working throughout the game and not just during the start-up.

Then, we'd probably be seeing some cool multi-house builds, and Neutral Faction might be played.
OMG I missed part during setup. LOL. So now this card has rating -1 :)
It works great with refugees, and with Hollow Hill. All of your chars are free, you draw card when you play them, and if is winter and have Robb Stark, they are 4 strenght 0 cost chars... So many "ifs", but still a fun-deck to play. And it works suprisingly well.

You may want to read it again. It works for characters the whole game. I still wouldn't play this, though.
Right from your hand or during setup.

Well yeah haha. As everyone has been saying, it really needs to add attachments and locations to see more play.
Okay...So, should I pay any gold penalty on neutral cards or not?

No, neutral is still not a house and does not require a specific affiliation so there is never a penalty for them.

The refugees, including the spearman, Gilly, and the wildling, plus the non-shadow dragons....that could be fun. Probably crappy, but fun.

Alternatively, you could run this with KotHH, and all the Kingdom locations. That would be a pain to get set up though :/
How does this card works with the new kingdom locations?
Is it possible to play a Queen Daenerys's Horde (TWot5K) for 3 gold if I have a king character and Pentos (CD) in play? Reducing the cost by 4 because of the king I have, reducing the gold penalty by 1, reducing the cost by 1 because of the trait, and finally reducing the cost by 1 for being ot-of-house. For it is out-of-house, doesn't it?

I kind of wish this card also reduced the cost to play neutral characters by 1. Though maybe that would have been too strong.
Or locations and attachments :)
This new FAQ makes me wonder, if the Long Voyage will be that strong to survive the errata and make this faction competitive. The good thing that with this house card you can use all the prayers :)

Do things that reduce cost cover penalty. For example, would an out of house character with no printed cost be able to have that penalty reduced by marshaling effects that reduce cost but not explicitly penalty? Does Port at Slaver's Bay reduce the penalty of out of house attachments or just the cost printed on the card. For example, would a zero-cost out of house attachment have its penalty reduced by said card effect or can this not be used to mediate penalty costs and only printed costs?

Yes they do, the gold penalty just adds 2 (1 for neut chars in neut faction) to the cost of the char. so if you run a bara house card and use the sea's to reduce a stark character it reduces its overall cost by 2... if that char was cost 2 and you used 2 seas on it... it would cost you 0 gold to marshal it
