Plot designed for heavy attachment decks. Can be used in Targ build, Maester or any character oriented like Beric Dondarrion (IG), Can speed up a lot such decks giving additional 2-6 power a round.
I use it with Sansa Stark (Core)! :D

What happens if there are ties between the number of characters with attachments. For example if I have two characters with two attachments and one character with one attachment? Do the two characters with two attachments not kneel to attack or defend?
If there's a tie, then there is no character with "more attachments than each other character in play". Hence, all characters kneel normally.

It should have been obvious, but I am not the brightest bulb in the lamp.

Would duplicates on characters count towards the total number of attachments on a character?

No. Duplicates are not attachments, even though they're attached to a character. Seems daft but there you go.
