I dont understand why this card would be effective? Boosting strenght at a 1 to 1 ration with influence (to a max of 5?) Doesnt seem powerful nor does giving a character additiona house loyalties seem useful?
incredibly strong with a lot of kingdom locations (all 6 affiliations = +5)!

This card has the House Bolton trait, and it clean be returned from the discard pile by The Weeping Water so you have freedom to 'throw it around' Bolton style. When your opponent controls your character with Imposter! You simply don't use it if it attacks you. Also you can use it multiple times which is unusual to get benefits at different phases. In addition, if any effect (perhaps in the future) that gives advantages to House X then you can take advantage of it. Definitely not a go to, but I would say fun to mix it in everyonce in a while.

Yes, unless there's errata I'm unaware of.
