Since it uses the wording of "effect" instead of "triggered effect" it is able to touch a passive ability.
I need to brush up on my grammar, this is just confusing...

It's not a grammar issue, simply a terms issue. A triggered effect is essentially anything that has bold text prefacing the ability. Looking at the Response ability on Theon Greyjoy (WLL), that is a triggered effect. Note that all triggered effects are optional. However, the ability above that is a passive (no bold text prefacing the ability) and is not an optional effect. But it is still an effect. I know his ability doesn't really have a relation here, but he is a good example of a card with both a passive effect and a triggered effect.
How, if it all, does this interact with Melisandre's Scheme?
Melisandre's Scheme itself is a continuous effect and cannot be canceled (because it cannot be interrupted). Playing a card (out of your hand or discard pile) is not an effect. So there is no interaction.
