Auto include for a bolton eck and, frankly, worth considering in almost any stark deck
If your opponent has control of Reek can they do the same thing?

Yep. There are several ways to deal with this. One way is to use target kill to kill him. I've seen The First Snow of Winter (ODG) used to bounce him back into your hand. If you put Dubious Loyalties (IG) on him before you switched him in the first place you can immediately get him back. Also, Abandoned Fort (RoR) can bounce him to your hand.
A few questions

1) If both players have Reek in play, can you use Reek to take a character? If so, assuming they didn't target Reek, does Reek become a dupe?

2) If one player has a Reek in the dead pile, and the other has Reek in play, can they use their Reek to take anyone?

Neither, as per section 3,29 of the FAQ, a player may not take control of a unique character that he already controls or is in his dead pile.  Therefore the cost of Reek's effect cannot legally be paid, so the effect cannot be triggered.
