Say I play this after winning a challenge with Robert Baratheon (Core) as my only participating character. Do I draw one or two cards?
I think only one. Robert claims one power for renown & one power for its passive ability.
Hm, I would say the opposite - based on the wording it sounds to me as if the passive ability modifies the amount of power gained from the framework mechanics, not that the ability itself gives the power. I'm not sure though, and have no facts to back this statement up with.

I think it would have to say "instead" for it to work as 2 power gained from renown. As is, I see you get 1 power for renown. When that condition is met, you get the rest of the sentence, which allows him to claim an additional power. I believe the timing of this has been brought up on the FFG forums but don't have time to link hunt atm.
So, 3x of these in every A Noble Cause Deck, then.

If you have a room for three events then yes, but it's not so obvious (there are few others renown-support events for Bara).

Would the draw cap come into affect with this event?

Draw cap is always in effect unless your draw phase draw is altered e.g. Knights of the Realm. So even if you claimed 4 power for renown you could only draw three.

So, 3x of these in every A Noble Cause Deck, then.
