This seems like a sweet plot card for directly countering you opponent during the challenge phase. Perhaps a good lose to win Martell plot? *shrug*
Does anybody use it?

After a player loses a challenge, that player must reveal a new plot card.

That´s a constant passive effect which is resolved after claim, right?
So the new plot cards claim value is irrelevant for resolving the challenge.

... as long as no responses are triggerd, which may rely to the claim value. This might be interesting because because they occur after the passive effect.

It is a passive effect because it has a point of initiation - after a player loses a challenge. You are correct that it is after claim. However, when does the claim of the loser's plot card become useful?
I thought about
Red Vengeance (PotS) but it´s still the claim value of the attacker´s plot card, and
Conflict of Interest (CbtC) but it isn´t a response.
So my question was very theoretical :ph34r:

Yes, this plot is getting used more & more in combination with Valar Morghulis.

Does this plot's effect persist after you play a new one? Say you revealed Bungled Orders then lost a challenge and revealed some other plot say, A Storm of Swords, then you lose another challenge. Do you have to reveal another plot or does Bungled order's effect no longer apply?
If it is not a revealed plot card anymore, it's effect no longer applies.
