If he were 3g 4 STR I'd consider him worth the prized. But giving up the card draw (and the purely theoretical non-kneeling) for a different crest and a bit of power-gain is a tough proposition even before the prized...
3 for 4 would be to much, That Dany will be restricted anyway (unfortunately). Prized 2 easily balances his effect, If you build around it, you can easily claim 2+ power and renown with one challenge, which puts you ahead if your opponent kills or discards him. Two claim plots, The Bastards Boy's & Winter is Coming already see play and are good in there own right, the same with War Crest synergies. On top of that the effect is passive and 3 positive traits.
He is not an auto-include like the other Blackfish, but there are other Stark/Neutral Card advantage cards that have came out since LoW and deck variety is good for the game. Not to mention Siege of Winterfell.
In a siege deck he can be a huge advantage, especially with two claim challenges and/or Seizing the Prize (SoW)
"Borderland Keep" should help.
