Yes you can, a card is in play and the text is "active" as soon as you play it.
when does my opponent get the prized value of 3 for this attachment? (when I play it or it is discarded some how?)
prized is awarded whenever the card leaves play (or during the passive step of when a Prized Event is played). So, they will only get this prized power if the attachment is discarded from play.
