What about Neutral Chars? Do they count as a different House affiliation?

Neutral Chars have no house affiliation so they don't count as a different house affiliation

Can I choose stark affiliation of the character like Brienne (stark+bara) when I have another Bara? Does it work?

Yes, you would have two affiliations.

When is X calculated anyway? If it is the moment you have a claim, than what if the other player had "Forgotten plans" as his plot?

X is constantly calculated and thus changes as you add or remove characters.

If your opponent plays Forgotten Plans then , outside of the Plot phase you claim will be 0 (3.1 in the FAQ)
I'm looking at this card and Jaqen H'ghar, the 2013 version of him. He has all 6 Houses, but is non-unique. If I get three of him out on the table (most likely while using Aloof and Apart, I guess) can I choose 3 different affiliations as a result? That will then likely be at least 4, as I'll have my house (let's use Bara as example) and then if I throw in a Brienne (Bara/Stark version) and a Maragery (Bara/Lannister version) I have all six houses relatively cheaply, right? With Jaqen as Greyjoy, Martell and Targ in this example... Does this seem legit to you guys? Am I building this deck idea properly within the rules? I really want to Claim 6+ somebody with this...

Ok well first Jaqen is unique, that was a printing error I believe. Secondly, your house card does not contribute its affiliation to this count because it is not a character. If you want to get to six claim with this plot you probably want to go neutral? I mean getting six characters out period is a little bit of a pain, maybe if you played brotherhood neutral using hollow hill and all of the refugees, or maybe Longship Iron Wind? Also "Imposter!" is good with this plot.

If you want a 6 claim challenge with this plot, play Stark. They have the best dual House characters with the most other Houses:

 

Lannister: The Hound, Littlefinger

Baratheon: Brienne, Ghost of Winterfell, Wildling Bard, Royal Guard

Greyjoy: Theon(x2), Bandit of Winter

Targaryen: Ser Jorah

Martell: (Here, you'll need Jaqen)

 

The other thing Stark has is the attachment Imposter! - the only card in the game that can give the attached character any House affiliation you happen to be missing.

I didn't mean the house card itself was one, i meant that surely I would have something from my house on the board. Jaqen is unique? I don't see any errata.
