The opponent is the first player, while he is the active player, he then attacks me with a military attack.
I defend, then win the defence and in response, I use Show of Force and counter attack the opponent with a military attack(1st one).
question 1: When it comes to my turn being the active player during the challenge phase, can I declare another military attack?
question 2: With Siege of winter agenda, can I gain power from winning the military challenge initiated by show of force?

1. I'm almost positive you can. If this somehow counted as your one military challenge per turn, then it would be impossible to play if you went first and initiated one. Also, the card does not say that you initiate a challenge, just that a 'challenge is initiated against the losing opponent with you as the attacking player,' so it is a challenge caused by a card effect, not a player action.
2. Yes, this is a military challenge, you can claim power for it with the Siege Agenda. Siege's Response can be used any time you win a military challenge, even one created by a card effect such as Lucas Blackwood or The Battle of the Whispering Wood.

Compare to Lucas Blackwood for a similar example. The challenge you gain from his response doesn't count against your total and certainly triggers Siege of Winterfell if you win it.
I don't know why people disparage this card so readily; perhaps someone out there can enlighten me.
