Maybe if it were cost 0 and non unique. Maybe.
Think about some of the character lite support Stark has...
Meera Reed can leave play when a Stark leaves play.
Arya Stark can kill character by discarding her from play.
Winter Arya Stark returns to the shadows instead of being killed.
Jumping Catelyn is a character you don't need to have in play and can stay in your hand.
Maege Mormont returns to your hand to trigger her ability.
House Bolton has control changing effects. If you have to hand House Bolton characters over to the opponent, that might turn this type of effect on.
Umber Champion can be discarded from play to stand each defending character.
Northern Sailor can be discarded to make the opponent kill a character(guess that is a net change of 0 characters though).
I mean, Stark has some effects similar to Martell where they can remove or sacrifice characters from play to do stuff. I think it's just something that doesn't have as much support to reinforce. Normally we see Stark as a MIL board flooding bunch of anuses, so it's hard to envision them as trying something a little more calculated.
