This may seem obvious, but when I play this and name an opponent, they could just turn around and kill one of my characters right?

Yes, this is a plot used mostly in multiplayer.
Mostly? Exclusively, methinks. Well, I guess you could play it with the Knights of the Hollow Hill agenda as your first plot for the gold, but other plots would probably be more useful.

What is exactly meant here? The opponent will choose a character and that character will be put on the top of the dead pile of its owner? Am I right?
Yes. The opponent will choose a character that he/she does not control and that character dies, if not saved.
Pretty interesting in a 2vs2 ^^
Pretty solid in melee, but you do still have to feel pretty confident about the player that you name.
You can always get along with someone to kill some of the other player's character;)

In two player's game it is only playable if at setup phase you do not play any character. Than It is harmless and you have 5 gold to spend...
It isn't bad for a Knights of the Hollow Hill deck as you don't get a Setup.
Here is one question! Who kills first? Does that decide player who played plot or maybe First player, it is important couse in case targaryan can have The Titans's Basterd already in play, which goes from your hand to play all the time by no cost.
