Excellent card. Versatile and repeatable. This card will always have a place in Targ decks, as long as it is legal.
Agreed. Has been at least 1 of it in my Targ deck since playing all-core until this very day and not unlikely all days after this one too.

Can i return it to hand, pay influence, re-use it and repeat how many times i want(or my influence reserves left) in dominance?
Yup, it's a deadly combo with Threat from the North (PotS).

I've had a The Viper's Bannermen (PotS) burned out from someone doing that before Diogo. Not a pleasant experience.

Yes, the core rulebook states that event cards with the deathbound keyword only go to the dead pile if successfully played. So if it gets cancelled then it goes to the discard pile, bummer. Luckily, I've never had mine cancelled lol.

Yes, unfortunately again. From the FAQ this time:

(4.7) Deathbound 
Cards with the "deathbound" keyword are 
only placed in the dead pile when they would 
otherwise be placed in the discard pile from 
play.
Event cards that have the deathbound keyword 
are placed in the dead pile only after being 
played from hand.
 
This to me outlines that an event's deathbound only really kicks in when successfully playing it from the hand. :(

What does the infinite mark placed before a card's name mean in term of game  rules?

I have seen it even on other cards..

It means it has some way of returning from the dead/discard pile built into the card.
