His ability states "...Reveal the top card of your deck and add it to your hand(limit 3 per phase)"
Does this ability then not count towards your card draw cap since it does not explicitly say "draw"?

Correct, because it doesn't say draw it does not count toward your draw cap.
in a melee game and you have pycelle in play, if someone plays summoning season and chooses another opponent that isn't you. Do you get to use his ability twice or only once?

i always play it as twice but i could be incorrect
You only get one. It says "one or more cards" so you just look at the whole effect as one trigger.
Used to be crazy with At the Gates before the errata, but can still be a respectable enough card. Particularly in melee where there are more opponents around to potentially reveal cards.
can you use his ability after a card has been revealed, then play pycelle and at first opportunity use his ability for the "reveal" effect that occured before he was in play? (i believe not, but one im playing against believe so)

No. His ability can't be triggered unless he is in play.

If I have Pycelle out and my opponent reveals 3 cards with a River plot, can I reveal 1 or 3 cards?
