"Characters without an Intrigue icon get -1 STR." does it effects on lannisters only? or the card itself can be used fo lannisters only. tnx
it affects all characters in play, the house restriction is just for deck building (it can be used only in a deck where you are using the house lannister card). Plots always specify if the characters affected are the ones you control or opponent's, if the plot doesn't specify it then it affects everyone.
For example: My opponent declares Arys Oakheart and a Carrion Bird as attackers.. Arys' STR is 2 and Carrion Bird's STR is 0. Can he participate with 0 STR and stealth someone?

Yes, just because you have 0 STR doesn't mean you can't participate in a challenge. You can even initiate a challenge with zero STR. You just can't win a challenge without at least having a STR of 1. (Except those "auto-win" events. There are always exceptions!)

And if you declare a 0 str as a defender they do not could as playing D right?

I'm not sure what your question is. Defending with 0 STR is the same as unopposed, so unless you have a reason for defending with a specific character there isn't a point.
5/3/1 is a decent set of stats, as 5 is a high income to come by without any drawback.

Compare though to Song of Summer (5/5/1), that isn't Lannister-only and has better initiative. Compared side to side for Lannister, its about even which is better (though SoS is better for a summer deck, of course).
