SO is this response optional as in whenever the controlling player wants to take gold whenever you want or the first time an opponent spends any amount of money on a character?

Responses are always optional. However, I'm not sure if you commented on the right Joffrey, because this has nothing to do with the amount of gold that a character costs...?

Assuming you are talking about Joffrey Baratheon (KotS), you could take gold for any character played, but only one character per round.
And, in melee, your participation in the killing of a lord or lady isn't necessary, right? It just needs to occur at the table and be responded to, yes?

Correct Anarchosyn. It is important to note you can even respond to himself being killed. If that last power gets u to 15 you win before he leaves play.
In which order are characters killed by Valar Morghulis? All at the same time?
My question is whether Joffrey Baratheon can score 3 points before he dies himself, in some cases this might win a match.
mnemonicuz: slothgodfather answered that just above your own post, but just to clarify: yes, you do score points before he dies. This is also covered in the FAQ. As soon as Valar triggers, all characters not saved go into moribund state, but they won't leave the table until phase 6, while responses are phase 5, IIRC (refer to the FAQ for further info on the Framework Action Window). This means that you can trigger Joffrey's Response while he is still on the table, in "moribund" state, but before he is sent to the dead pile. If this power (from 1 to 3, depending on Lords and Ladies in play) gets you to 15, then Huzzah! you win. If not, the power will just get discarded as soon as phase 6 kicks in.

Now just get out a High Septon (LotR) out at the same time, a copy of The House of Black and White (tHoBaW)... maybe run it out of Greyjoy for Sacrificed to Two Gods (ARotD) and Tarle the Thrice-Drowned (RotO)... What deck were we building again? Ah, right, well our Greyjoy Brotherhood Holy deck with an out-of-house-of-black-and-white could get a pretty cool 11 power from that Valar! More if we have more copies of the event... Hmm...

...Is it bad that I really want to build this deck now?

Tricky buisness since Septon claims power for Your house ! :) (Yes, that's only issue with this deck idea :) )
You'd be using the Brotherhood agenda, so it'd go on Anguy ;).

Or you'd be using maesters with (free) infamy attachments and it'd go on anyone you chose.
