Ok, I'm a noobie to AGOT. So why would you want to ever play this as an attachment to your house card instead of location?

It protects it from location hate (like Greyjoys), but puts it at the mercy of attachment hate (like Targs).

There is currently more location removal in the game than attachment so it is safer to place it to your house card than on the table in most cases. There are some houses that do attachment control better than location (Targaryen) and there you are probably safer to just use it as a location.
