What deck are you using him in? Some decktypes find it easier than others.

And what happens, if chosen opponent doesn't have any gold in his pool? Can he initiate chosen type of challenge without paying or not?

With the word "must" it is not optional. If he cannot pay the cost, he cannot "trigger" the effect - in this case, they cannot initiate that challenge.

I know being an ally is a vulnerability for characters. But still, I don't think ally-hating is so big that diminishes the great ability Illyrio has.

In my opinion he costs to much for what he brings to the table and it's easy countered by them just saving 1g which people many times do for nasty things and dominance
