If this card is played on me, can I kneel one influence to move it onto another character; or does that part of the text only apply to the player who originally played the card?
No, only the controller of the card can trigger it's Any Phase action. For comparison look at Rhaegar Targaryen (BoRF) and Steelshanks Walton (OSaS) . They specify that their effects can be used by any player.

Can I trigger the any phase on poisoned wine, after attached character's strength becomes 0 and dies
(i'm thinking threat from the north turn here), and would that character still be dead then?
I'm wondering if i could use 2-3-4 influence to instantly kill a whole bunch of 3 strength characters. (again Threat from the North in mind).
I would like to know this too.

No, you can't trigger it after the character dies because it goes to the discard pile before you get an any phase action.
Are you sure? You can do any action before it dies, like moving the wine to another one.

In Magic the Gathering you can, but not in AGOT. The only actions possible to make in response to anything happening (such as a character being killed by an ability or framework action), are actions that can specifically be played in response to it. Other actions are limited to certain player action windows in the game rules framework, and these do not occur in the middle of resolving kill effects.

Was playing in an online match when I flipped Valar and watched as he knelt Jeyne Westerling (ASoS) to search out a dupe of Robb Stark, attached it, discarded the dupe, and then took everything else off the board.

Had to say no way no how--you can't trigger a Player Action during Plot Resolution, and even if you could, you could only attach the dupe during Marshalling.
During a Threat from the North (PotS) turn wouldn't the poisoned wine be able to be moved in #5 The Responses action, as the character would be declared moribund:dead from #4 Passives but wouldnt be removed from play until #6, allowing for multiple characters to be moribund:dead by continually moving poisoned wine before it's removed from play? At least when the Threat from the North is flipped when the passive effect of 0 Strength characters instigates in the passive phase if not in other action windows?
Nope, you can't do that, just take a look at what Shadowcat and Laxen have written above.
