if i have 3 gold and win a chall with tyrion can i draw 3 cards ?

Nope. While you can trigger responses on different cards to the same trigger, there is a rule that you can only trigger a specific response once per trigger. So, after you win an INT challenge with Tyrion, you can trigger this response once, but you can also trigger others like Condemned by the Council (AToT) and Terminal Schemes (LotR).

Without this rule, a player using The Siege of Winterfell (LoW) could simply trigger the response 8 times after they win their first MIL challenge ;)

Yes, as two separate responses within the same response window (not two gold all at once).
Actually no, you can't trigger his ability twice in response to winning one challenge, 'one response per trigger' rule prevents you from that, as explained above by sloth.

so, do you think that run this card in a TPBtT deck it worth it? works well? i have by now this Tyrion Lannister (LotR) (3 incons, stealth, works well with Lord Tyrion's Host (LotR)) but i'm thinking to run this one, or both.

I would say it depends. I think generally speaking you can find your draw elsewhere, but depending on your cardpool he can be a non-terrible character. The stealth sure is nice, but I think he feels more like a 3 cost character.

He gets better if you're trying to use Schemes of the Scholar in your plot deck, for sure.
