When a card has no attack icons like defenders of the north does can it attack??

confused as to what these cards are used for if not?
Basic use is with one or more of the Night's Watch agendas (The Rangers (WotN), The Builders (ASitD), The Stewards (AKitN)). Or with The Wall (RotO).

General rule is that a character needs an appropriate icon in order to be declared as an attacker or defender during a challenge. And those agendas provide Defenders with necessary icons. However, once a character is participating in a challenge it doesn't need any icons to count its strength, so you can use The Wall to jump into a challenge with any Night's Watch character. Note that with The Wall you are putting a character into play already defending, so there is no need for declaring it as a defender and therefore no need for any icons.

Honestly, you could have just checked out those "The North" agendas mentioned in the text box of this card and it would become much clearer.

I'm guessing their cost reduction ability doesn't apply to setup, since it says "to play" and not "to play or place during setup"?
