You can play this card as the attacker, which makes it quite strong. The only catch here are the 2 influence costs. In a melee game, you still have a chance to play this card by choosing the Hand of the King title.
Knights of the Hollow Hill (MotM) Stark decks likes to run this one :)

While your at it (in a melee game), use Lethal Counterattack (Core) during a MIL challenge that isn't even directed against you if it will kill off whoever is either winning or your next biggest threat.
So if I'm attacking someone and they play this, do they technically win "as the defender" even though initial winner is cancelled by the card? My thinking is that surely if the initial determination is cancelled then neither player is attacker/defender, the player of this card just wins

This is a "cancel" response, played during step 2 of the framework action window. It cancels the determination of the winner and then replaces the player who played the card as the winner. The attacking player who counter the highest STR in step 1 is not considered to have won the challange at any point in time, as far as the game is concerend.

Who is attacking and defending is never "cancelled," only the determination of who wins the challenge is cancelled. So, if you were attacking and used Feigned Retreat, then you win as the attacker. If you were defending and used Feigned Retreat, then you win as the defender.

If a defender uses this card to avoid losing a challenge but declares no characters to defend the challenge, is the attacker still rewarded for the unopposed challenge or does the reward for unopposed depends on winning the challenge? I ask this because the "reward for unopposed" is a different step in the FWA from the "determine winner" step, so maybe even if you don't win the challenge it would still count as unopposed in the suggested circumstances.

I think attacker must win the challenge to claim power for unopposed.
