This is an inSANE Location. When everyone's Initiative is at 0, it is based on Power. Then if anyone has the least same amount, it is then Rock, Paper, Scissors......INSANE I say.

I like using this card with any of the initiative boosters - can guarantee that you decide who goes first every single time, unless playing against Ahead of the Tide, as you noted on its page.
