Would Street of Steel (Core) work on Night's Watch characters without a military icon when you marshall them because they gain a military icon because of the agenda or do they gain the icon after they are in play?

They only gain the icon once they are in play, so unfortunately you cannot use Street of Steel.

Hi There! If I run 3 The North Agendas do I need three times additional 2 Power to win the game, means total plus 6 power=21 power to win? Thank you guys!

Yes, it's cumulative so you would need 21 power if you run all three agendas.
