must he be played only in marshalling phase?Or can he be played in draw phase too for example, since his ability is pasive
The text say he can be "played" and according to the FAQ
I would say yes you only can play him during marshalling by paying his cost. But if you choose to play him as a duplicate I would say his cost will be zero
