I have no experience in playing the card though. This is just guesses and speculations
What would be fun would be to take this out of shadows during the plot phase, then you have the gold to pay for taking Shadow Politics (CoS) out of shadows at the beginning of Marshaling. Your first action is a Intrigue challenge.
Does "comes out of shadows" include getting discarded from shadows?
If it does, then it is somewhat of a reimbursement in the case when you are forced to discard from shadows.
No, the card is simply discarded.
