What do people think of this in a Targ deck when compared to Court Advisor (PotS)?
Both cost 1 and grant an INT icon, but Advisor immediately gives you a card, whilst an opponent's character has to be killed during an INT challenge and the attachment is discarded for Tears to draw a card. But Tears does give Deadly, Which I could see working well, even more so on a character who has one or both other icons.
Since I would probably play Lady Daenerys's Chambers (Core) in the same deck (which I of course don't know if you intend too) since they would create a draw engine together. Either discard ToL when given the opportunity by deadly, or burn enemy characters during intrigue challenges to be able to discard it - then recycle with the chambers.

Is still possibly with the advisor too, but seems less effective and less controlled.

I'm not sure if it's always the better choice, but definitely seems most appealing to me. Deadly is also always a great keyword.

My vote: Tears of Lys
