Not going to lie, to use this agenda it must be challenging to make a deck.



Stark and Greyjoy perhaps?
I would go Baratheon and Greyjoy because they both have a strong power rush aspect which could help make up for the 5 power difference.
I just don't care for these agendas. Even running them out of a power rush if you go up against another non treaty power rush deck they stand a good chance of winning 1st or 2nd turn. Alliance (QoD) especially now with the errata to have it work during setup is much better IMO.
