Is it possible to use him two times during a After the Mummer's Ford (KotS) round if you are successful in your first challenge with him?

Win mil. challenge with Syrio, he goes into shadows, take him out of the shadows, initiate another mil. challenge with him

That would be sweet if you could, but you can only bring a card out of shadows at the beginning of a phase (unless stated otherwise), so he cannot initiate two challenges in the manner you brought up. You could use him for two challenges through other effects that could stand him for another attack

Shadowcat (KotS) is also just as good, but stays out after the battle. Syrio is excellent if you have cards that specify each time a character comes out of shadows so and so happens, like baratheon / tar / lannister decks are really good for that.

Syrio is also good if you are using Epic Battle events like The Battle of the Whispering Wood (EB)
