Does he lower the cost to bring Baratheon characters out of shadows?
Nope. When you bring things out of shadows you aren't "playing" them.
That's what I thought. Bummer.
I really don't want to have to run winter and hidden chambers. Still, with all my other discounts, (Seat of Power, Narrow Sea, Flea Bottom.) the deck I'm working on is doing okay.

Thanks for the clarification!
You're welcome! Do you really need to run Hidden Chambers and Winter though? I mean just pay the gold. If you are trying to make The Queen of Thorns (TftRK) work, she is probably best out of Stark Shadows.
I`ve been working on an Asshai/Shadow/Holy mix deck with focus on getting Fanatic on key renown characters.
(Combined with Power of Faith and a few Epic battle events.)
Also including TLS and Val for draw.

Ser Eldon+Fanatic or Orell+Tourney Lance
+RotO Melisandre for unblockable extra power.

Shadow Enchantress + Shadows cards for asshai Str boost (And Kingswood trail, Syrio Forel and Black Cells for repeatable control.)

Queen of Thorns is supposed to compliment the shadows in and out, not be the core focus.

I'm going to make a deck list now, see what the graphs tell me.
If you run this character and are playing against baratheon, are their characters reduced by 1 as well?

I believe so, yes.
