Not only can the effects of an Agenda not be cancelled, agendas are not in play, which I am pretty certain means that their text is not considered a card effect.

Bottom line, everything that is a physical card that does something (whether in play or not) is a card effect, including agendas. The one exception to this are Melee title "cards", because they are considered for reference only (and have different card backs to prove it). Melee titles are not card effects, so Core Stannis would not stop a player with the Master of Laws title from drawing one additional card in a Melee game.
Dammit!
