Would this version of Stan the Man shut off Bloodthirst (AHA)? Or is the agenda considered separate from a card effect?

As far as I know, since agendas are out of play, their effects cannot be cancelled or messed with by card text.
Their effects cannot be canceled, but this version of Stan doesn't allow triggering at all, so I'd say it shuts off Bloodthirst. Compare Brienne (PoTS) with Siege of Winterfell.
I used bad wording here, it's not just triggering, he also doesn't allow drawing cards through passive and/or constant effects.

Agenda cards are not considered to be in play. Further, the effects of an Agenda card cannot be cancelled.


Not only can the effects of an Agenda not be cancelled, agendas are not in play, which I am pretty certain means that their text is not considered a card effect.
You're not cancelling anything, you're not allowing card draw.

Bottom line, everything that is a physical card that does something (whether in play or not) is a card effect, including agendas. The one exception to this are Melee title "cards", because they are considered for reference only (and have different card backs to prove it). Melee titles are not card effects, so Core Stannis would not stop a player with the Master of Laws title from drawing one additional card in a Melee game.
