Yep. And to clarify you won't be able to draw during the draw phase. Look's like an end-game card from a bit of extra option when you want to push for the win.
Who's gonna sacrifice the card slot for this? It's too conditional...

Yeah but still it's conditional... you have to have it in perfect moment otherwise it's just hand filler. And in Noble Cause you really don't want to have useless cards in the hand ;-)

It's not useless if it can net you 3 cards. ;)

You could also reach your draw cap first and then play this. 9 cards in a turn is not to be sniffed at

I use it in my Night's Watch Baratheon deck.  Using Satin(WLL) and Robert Baratheon(tTotH) with either the First Ranger(TbC) attachment or The Wall(aWoW) in play allows me to discard an absurd number of cards from both mine and my opponents deck.  I've run out of cards with this before so it is rarely a deadweight in hand.

This is really an all or nothing card.  You are either winning the turn you play it and marshal everything or you don't win on that turn and most likely lose soon after.
